POLICY regarding the processing of personal data in BIOR

1. Basic terms and definitions

Blocking personal data- temporary cessation of processing of personal data (except for cases where processing is necessary to clarify personal data).
Personal data information system- the totality of personal data contained in databases and ensuring their processing information technology and technical means.
Processing of personal data- any action (operation) or set of actions (operations) performed using automation tools or without the use of such means with personal data, including collection, recording, systematization, accumulation, storage, clarification (updating, changing), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data.
Operator - government agency, municipal body, a legal entity or individual who, independently or jointly with other persons, organizes and (or) carries out the processing of personal data, as well as determining the purposes of processing personal data, the composition of personal data to be processed, actions (operations) performed with personal data.
Personal data- any information relating to a directly or indirectly identified or identifiable individual (subject of personal data).
Providing personal data- actions aimed at disclosing personal data to a certain person or a certain circle of persons.
Dissemination of personal data- actions aimed at disclosing personal data to an indefinite number of persons.
Destruction of personal data- actions as a result of which it becomes impossible to restore the content of personal data in the personal data information system and (or) as a result of which material media of personal data are destroyed.

2. General provisions

2.1 This Policy regarding the processing of personal data in (hereinafter referred to as the Policy) BIOR (hereinafter referred to as the Operator) is an official document that defines general principles, the purposes and procedure for processing personal data, as well as information about the implemented measures to protect personal data.

2.2 This policy applies to all employees of the operator, including employees working under a contract, as well as employees of third-party organizations interacting with the operator on the basis of relevant regulatory, legal and organizational documents.

2.3 This policy comes into force from the moment of its approval and is valid indefinitely until it is replaced by a new policy.

3. Legal grounds for processing personal data

3.1 The operator processes personal data in accordance with the following regulations and legal acts:
- the Constitution Russian Federation.
- Civil Code of the Russian Federation.
- Federal law dated July 27, 2006 No. 149-FZ “On information, information technologies and information protection.”
- Federal Law of July 27, 2006 No. 152-FZ “On Personal Data”.
- Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”.
- BIOR Charter.
- Other regulatory and legal acts of the Russian Federation.

4. Principles for processing personal data

4.1 The processing of personal data must be carried out on a lawful and fair basis.

4.2 The processing of personal data must be limited to the achievement of specific, pre-defined and legitimate purposes. Processing of personal data that is incompatible with the purposes of collecting personal data is not permitted.

4.3 It is not allowed to combine databases containing personal data, the processing of which is carried out for purposes that are incompatible with each other.

4.4 Only personal data that meets the purposes of their processing are subject to processing.

4.6 When processing personal data, the accuracy of personal data, their sufficiency, and, where necessary, relevance in relation to the purposes of processing personal data must be ensured.

4.7 For the purposes of information support publicly available sources of personal data of employees can be created (including directories, electronic databases). Public sources of personal data, with the written consent of the employee, may include his last name, first name, patronymic, year of birth, information about his profession and other personal data provided by the employee.

4.8 The storage of personal data must be carried out in a form that makes it possible to determine the subject of personal data, no longer than required by the purposes of processing personal data, unless the period for storing personal data is established by federal law, an agreement to which the subject of personal data is a party, beneficiary or guarantor data. The processed personal data is subject to destruction or depersonalization upon achievement of the processing goals or in the event of the loss of the need to achieve these goals, unless otherwise provided by federal law.

5. Purposes of processing personal data

5.1 The operator processes personal data solely for the following purposes:
- fulfillment of requirements under contracts with educational institutions;
- providing a platform of information and educational resources;
- execution of federal laws and other regulatory legal acts.

6. Conditions and terms for termination of processing of personal data

6.1 The operator stops processing personal data in the following cases:
- achieving the purposes of processing personal data or maximum storage periods - within 30 days;
- loss of the need to achieve the purposes of processing personal data - within 30 days;
- provision by the subject of personal data or his legal representative of information confirming that personal data was illegally obtained or is not necessary for the stated purpose of processing - within 7 days;
- impossibility of ensuring the legality of the processing of personal data - within 10 days;
- withdrawal by the subject of personal data of consent to the processing of personal data, if the storage of personal data is no longer required for the purposes of processing personal data - within 30 days;
- expiration of the statute of limitations for legal relations within the framework of which the processing of personal data is carried out or was carried out.

7. Measures to ensure the security of personal data

7.1 The security of personal data processed by the Operator is ensured by the implementation of legal, organizational, technical and program measures necessary and sufficient to ensure legal requirements in the field of personal data protection.

7.2 The Operator takes the necessary organizational and technical measures to ensure the security of personal data from accidental or unauthorized access, destruction, modification, blocking of access and other unauthorized actions.

7.3 The operator takes the following organizational and technical measures:
- appointment of officials responsible for organizing the processing and protection of personal data;
- restriction and regulation of the composition of employees who have access to personal data;
- familiarization of employees with the requirements of federal legislation and local regulations on the processing and protection of personal data;
- ensuring accounting and storage of material storage media and their circulation, excluding theft, substitution, unauthorized copying and destruction;
- identification of threats to the security of personal data during their processing, formation of threat models based on them;
- development of a personal data protection system for the corresponding class of information systems based on the threat model;
- checking the readiness and effectiveness of using information security tools;
- implementation of a permit system for user access to information resources, software and hardware for processing and protecting information;
- registration and accounting of actions of users of personal data information systems;
- password protection of user access to the personal data information system;
- application, where necessary, of cryptographic information protection means to ensure the security of personal data when transmitted over open communication channels and stored on removable computer storage media;
- implementation of anti-virus control, preventing the introduction of malicious programs (virus programs) and software bookmarks into the corporate network;
- application, if necessary, of firewall tools;
- the use, where necessary, of means of detecting intrusions into the corporate network that violate or create preconditions for violating established requirements for ensuring the security of personal data;
- training of employees using information security tools used in personal data information systems on the rules of working with them;
- accounting of the information security means used, operational and technical documentation for them;
- use, where necessary, of information security tools that have undergone the conformity assessment procedure in accordance with the established procedure;
- monitoring user actions, conducting investigations into violations of personal data security requirements;
- placement of technical means for processing personal data within the protected area;
- maintaining technical security equipment and alarm systems for premises in a state of constant readiness.

8. Rights of personal data subjects

8.1 The subject of personal data has the right to receive information regarding the processing of his personal data, including containing:
- confirmation of the fact of processing of personal data by the Operator;
- legal grounds and purposes of processing personal data;
- the purposes and methods of processing personal data used by the Operator;
- name and location of the Operator, information about persons (except for the Operator’s employees) who have access to personal data or to whom personal data may be disclosed on the basis of an agreement with the Operator or on the basis of federal law;
- processed personal data related to the relevant subject of personal data, the source of their receipt, unless a different procedure for the presentation of such data is provided for by federal law;
- terms of processing of personal data, including periods of their storage;
- the procedure for the exercise by the subject of personal data of the rights provided for by the Federal Law “On Personal Data”;
- information about completed or intended cross-border data transfer;
- name or surname, first name, patronymic and address of the person processing personal data on behalf of the Operator, if the processing has been or will be assigned to such a person;
- other information provided for by the Federal Law “On Personal Data” or other federal laws.

8.2 The personal data subject has the right to demand that the Operator clarify his personal data, block or destroy it if the personal data is incomplete, outdated, inaccurate, illegally obtained or is not necessary for the stated purpose of processing, as well as take measures provided by law to protect his right

8.3 If the subject of personal data believes that the Operator is processing his personal data in violation of the requirements of the Federal Law “On Personal Data” or otherwise violates his rights and freedoms, the subject of personal data has the right to appeal the actions or inaction of the Operator to a higher body for the protection of the rights of personal data subjects data (Federal Service for Supervision of Communications, Information Technologies and Mass Communications - Roskomnadzor) or in court.

8.4 The subject of personal data has the right to protect his rights and legitimate interests, including compensation for losses and (or) compensation for moral damage in court.

9. Final provisions

9.1 Control of compliance with the requirements of this Policy is carried out by the person responsible for organizing the processing of personal data.

9.2 Other rights and obligations of the Personal Data Operator are determined by the Federal Law “On Personal Data” and other regulatory legal acts in the field of personal data protection.

9.3 Officials guilty of violating the rules governing the processing and protection of personal data bear material, disciplinary, administrative, civil or criminal liability in the manner prescribed by federal laws.

Smolny Institute of Noble Maidens. Historical background

There is an old legend. According to him, the empress planned to move to a quiet monastery at the end of her life. Francesco Bartolomeo Rastrelli was appointed responsible for the creation of the project and construction of the building. The essence of the plan was to build a convent on the site where the country monastery was located. The foundation laying took place in the middle of the 18th century. The plan drawn up by the architect required a lot of expenses. At that time it began Seven Years' War, there were not enough funds to complete the construction.
