INTRODUCTION
Olympiad in a specialty is a form of intellectual competition among students in a certain field, which allows one to identify not only knowledge of factual material, but also the ability to apply this knowledge in new non-standard situations, requiring creative thinking.

Olympiads of professional excellence are aimed at improving the quality of secondary vocational education in the interests of personal development, ensuring professional mobility of graduates, and achieving high professional excellence. The main goal of holding the Olympiads is development cognitive interests students.

Analysis of domestic and foreign experience holding olympiads and professional skills competitions showed the need for:

making changes to the regulatory and regulatory framework for organizing and conducting the All-Russian Olympiad of Professional Excellence for students in secondary vocational education specialties (hereinafter referred to as the All-Russian Olympiad of Professional Excellence);

searching for new approaches to designing the structure, procedures and criteria for assessing the performance of competition tasks by participants.

In order to ensure the unification of the assessment, the comparability of its results in intersectoral and retrospective aspects, it is advisable to create a single bank of tasks based on uniform requirements, past expert assessment, constantly updated and supplemented. In this context, it is necessary, first of all, to develop not only unified standard task templates, but also to use uniform standards for their examination and approval.

Uniformity of judging must be ensured and the determination of the winner must be based on the most objective criteria possible.

Involving employers not only at the competition stage, but also for the development and examination of competitive tasks, will make it possible to more clearly determine the substantive aspects of the employer’s current personnel needs when forming requirements for participants and for the assessment tools of the Olympiad of Professional Excellence. In addition, it will reduce the information and organizational gap between the employer and the potential employee, thereby increasing the likelihood of employment based on the results of the Olympiad, not only for graduates, but also for the best students participating in the Olympiad movement, even at the training stage.

Popularization of the specialties in which the All-Russian Olympiad of Professional Excellence is held can be implemented through, for example, demonstration procedures, the use of presentation assessment methods, etc.

The collection presents the main documents regulating the organization and holding of the All-Russian Olympiad of Professional Excellence, as well as organizational and methodological materials developed during the implementation of the project “Improving the mechanisms of methodological support for Olympiads of Professional Excellence”, implemented by the Federal State budgetary institution“Federal Institute for Assessment of the Quality of Education” (hereinafter referred to as FIOKO) within the framework of the Federal Target Program for the Development of Education for 2016-2020. In 2017, FIOKO provides organizational and methodological support for the All-Russian Olympiad of Professional Excellence.

The materials in the collection can be used by the organizers of the All-Russian Olympiad of Professional Excellence at all levels of its implementation.

1. Regulations for organizing and conducting the All-Russian Olympiad of professional skills of students in secondary vocational education specialties


  1. General provisions

    1. This Regulation has been developed in accordance with Federal law dated December 29, 2012 No. 273-FZ “On education in Russian Federation", Decree of the President of the Russian Federation dated April 6, 2006 No. 325 “On measures of state support for talented youth” (as amended by Decree of the President of the Russian Federation dated July 25, 2014 No. 530), Rules for awarding prizes to support talented youth and payment procedures the indicated awards, approved by order of the Ministry of Education and Science of the Russian Federation dated February 28, 2008 No. 74 (as amended by order of the Ministry of Education and Science of Russia dated October 12, 2015 No. 1127), the Procedure for organization and implementation educational activities By educational programs secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation dated June 14, 2013 No. 464 (as amended by order of the Ministry of Education and Science of Russia dated December 15, 2014 No. 1580), paragraph 22 of the Set of measures for the implementation of the Concept of a national system for identifying and developing young people talents approved by Deputy Chairman of the Government of the Russian Federation O.Yu. Golodets dated May 26, 2012 No. 2405p-P8 and determines the procedure for organizing and conducting the All-Russian Olympiad of professional excellence for students in secondary vocational education (hereinafter referred to as the All-Russian Olympiad).

    2. The All-Russian Olympiad is held in order to identify the most gifted and talented students, improve the quality of professional education of mid-level specialists, and further improve their professional competence, realizing the creative potential of students, increasing motivation and creative activity teaching staff as part of mentoring students.

    3. The All-Russian Olympiad is aimed at solving the following tasks:
testing students' ability to independently professional activities, improving the skills of effectively solving professional problems, developing professional thinking, the ability to design one’s activities and constructively analyze mistakes in professional activities, stimulating students for further professional and personal development, increasing interest in future professional activities;

development of a competitive environment in the field of vocational education, increasing the prestige of vocational education specialties;

exchange of advanced pedagogical experience in the field of open source software;

development of professional orientation of citizens;

Increasing the role of employers in ensuring the quality of training of mid-level specialists;

involvement of federal educational and methodological associations in the process of forming a unified educational space;

integration of the developed methodological support for the All-Russian Olympiad, including funds of assessment tools, into the educational process.


    1. The key principles of the All-Russian Olympiad of Professional Excellence are information openness, accessibility, fairness, partnership and innovation.

    2. The All-Russian Olympiad includes specialized areas.
      A core area is an enlarged group of specialties of secondary vocational education (hereinafter referred to as UGS SVE).

    3. The profile area of ​​the All-Russian Olympiad includes one or more specialties of the UGS SVE.

    4. All stages of the All-Russian Olympiad in each specialized area are conducted by educational organizations that act as stage organizers (hereinafter referred to as stage organizers).

    5. The All-Russian Olympiad in each specialized area is held in 3 stages:
Stage I – initial – is carried out at the professional level educational organizations and educational organizations higher education, subject to the implementation of one or more training programs for mid-level specialists in an enlarged group of specialties included in the list profile areas All-Russian Olympiad;

Stage II - regional - is carried out at the level of the constituent entity of the Russian Federation;

Stage III – the final one – is carried out at the All-Russian level.


    1. The stages of the All-Russian Olympiad are organized by:
initial stage– educational organizations;

regional stage - by authorities state power subject of the Russian Federation;

the final stage - by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Ministry of Education and Science of Russia).


  1. Contents of the stages of the All-Russian Olympiad in specialized areas

    1. Each stage of the All-Russian Olympiad in a specialized area is a competition involving the implementation of practice-oriented competitive tasks.

    2. Competitive tasks of the All-Russian Olympiad are aimed at identifying the theoretical and professional training of participants in the All-Russian Olympiad (hereinafter referred to as participants), knowledge of professional vocabulary, including foreign language, ability to apply modern technologies, including information and communication, as well as motivating participants to apply a creative approach to professional activities and a high work culture.

    3. Each stage of the All-Russian Olympiad in a specialized area includes the completion of a professional complex task aimed at demonstrating knowledge, skills, and experience in accordance with the types of professional activity.

    4. The content and level of complexity of a professional complex assignment must comply with the federal state educational standards of secondary vocational education, taking into account the main provisions of professional standards and the requirements of employers for the level of training of mid-level specialists.

    5. For each stage of the All-Russian Olympiad in a specialized area, a fund of assessment tools is developed based on a template - a set of methodological and assessment tools designed to determine the level of development of competencies of participants in the All-Russian Olympiad (hereinafter referred to as the FOS).

    6. The FOS for the final stage is developed and approved by federal educational and methodological associations of secondary vocational education (hereinafter referred to as FUMO).

    7. The FOS for the final stage must undergo an examination and receive at least 3 positive conclusions: from FUMO, an educational organization of higher education, employers (or regional branches of the Russian Union of Industrialists and Entrepreneurs or the Chamber of Commerce and Industry of the Russian Federation).

    8. No less than 1 month before the start of the final stage of the All-Russian Olympiad, the organizer of the stage places sample competition tasks on its official website. One day before the start of the Olympiad, 30-40% of changes are made to the tasks, the proof of which is documented and approved by the Chairman of the Jury.

  1. Organization of the All-Russian Olympiad in specialized areas

    1. For organizational support, regulatory and methodological support of the All-Russian Olympiad, the Ministry of Education and Science of Russia is creating a Coordination Group, which may include representatives of the Ministry of Education and Science of Russia, government bodies of the constituent entities of the Russian Federation, heads of educational organizations, methodological services, management and teaching staff of educational organizations, enterprises, organizations, associations, employers.

    2. The coordination group develops, approves and submits for approval to the Russian Ministry of Education and Science:
regulations for organizing and holding the All-Russian Olympiad;

approximate procedure for organizing and conducting the final stage of the All-Russian Olympiad.


    1. The coordination group determines a list of specialized areas of the All-Russian Olympiad, indicating the vocational education specialties corresponding to the profile areas, taking into account the personnel needs of the Russian economy, as well as in agreement with government authorities of the constituent entities of the Russian Federation, and submits it for approval to the Ministry of Education and Science of Russia.

    2. The coordination group determines educational organizations to conduct the final stage of the All-Russian Olympiad (hereinafter referred to as the organizers of the final stage) based on applications from government bodies of the constituent entities of the Russian Federation and submits them for approval to the Ministry of Education and Science of Russia.

    3. The coordination group determines the timing of the final stage of the All-Russian Olympiad for each specialized area and submits it for approval to the Russian Ministry of Education and Science.

    4. Educational organizations implementing training programs for mid-level specialists corresponding to the profiles of the All-Russian Olympiad set the dates and locations for the initial stages of the All-Russian Olympiad in accordance with the schedule for the regional stages of the All-Russian Olympiad, approved by government authorities of the constituent entities of the Russian Federation.

From May 24 to 26, 2017, the final stage of the All-Russian Olympiad of professional excellence of students in secondary vocational education specialties of the enlarged group 43.00.00 “Service and Tourism” was held in St. Petersburg.

The All-Russian Olympiad of Professional Excellence is held annually in order to identify the most gifted and talented students, as well as the quality of training of students in educational programs of secondary vocational education. The organizers of the All-Russian Olympiad are the Ministry of Education and Science of the Russian Federation and the Committee on Science and Higher Education of the Government of St. Petersburg.

Students of educational institutions of secondary vocational education, winners of the regional stage of the All-Russian Olympiad in the specialties “Tourism” and “Hotel Service” took part in the final stage of the All-Russian Olympiad. In 2017, the final stage was held on the basis of the St. Petersburg State Pedagogical Educational Institution “Petrovsky College”.

The final stage of the All-Russian Olympiad began on May 24 with the opening ceremony, held in the Conference Hall of the Corinthia St. Petersburg Hotel. The General Director of the Corinthia St. Petersburg Hotel, Mr. Jonathan Pace, addressed the Olympic participants with a welcoming speech.

The participants were welcomed by the head of the department for the development of professional education of the Committee on Science and higher school Government of St. Petersburg Vasilyuk Victoria Dmitrievna, Vice-Rector of the Federal State Budgetary Educational Institution of Higher Professional Education "Russian state university tourism and service" Ilyukhina Galina Ivanovna, Deputy Chairman of the Committee for Tourism Development of St. Petersburg Gvichiya Nana Margushevna, Director of St. Petersburg State Pedagogical Educational Institution "Petrovsky College" Vasina Elena Vyacheslavovna. On behalf of the jury members, Ekaterina Valerievna Shadskaya, director of the North-West regional branch of the Russian Union of Tourism Industry, chairman of the jury, spoke. Cultural program The event was represented by choreographic and vocal numbers performed by students of St. Petersburg State Budgetary Educational Institution “Petrovsky College”.

Over the course of three days, 41 students of secondary vocational educational organizations from 40 constituent entities of the Russian Federation performed theoretical and practice-oriented tasks to test the knowledge, skills and experience acquired during the learning process, as well as in preparation for the All-Russian Olympiad.

    Competition tasks were distributed across 2 levels:
  • theoretical assignment in the form of a test and practical assignments: translation of professional texts and completion of assignments on organizing the work of a team;
  • analysis conflict situation, presented in the feature video film “Guest’s Claims”, and a situational role-playing task - booking a tour or hotel room by phone.

In addition to competitive events, the final stage program included round tables and seminars for attendants with the participation of industry representatives and professional associations. Cultural and leisure events were provided - a sightseeing tour of St. Petersburg, a meeting evening for participants, a meeting of the Communication Club to formulate proposals for the development of regional eco-tourism.

On May 26, the results of the All-Russian Olympiad were summed up at Petrovsky College. Kulikov Alexey Vitalievich, deputy director of the college for educational work, congratulated everyone present on the completion of the All-Russian Olympiad. Diplomas were presented to the winners and medalists of the Olympics by the representative of FUMO Ilyukhina Galina Ivanovna. Director of the travel company NevoStilClub Ekaterina Arkadyevna Lebedeva congratulated the Olympic participants who won in various categories.

    The winners of the final stage of the All-Russian Olympiad of professional excellence in the specialties 02/43/10 “Tourism” and 02/43/11 “Hotel Service” were:

1.2. 1.3. The All-Russian Olympiad is aimed at solving the following tasks:

1.5. The All-Russian Olympiad includes specialized areas. A specialized area is an enlarged group of specialties of secondary vocational education.

1.6. The profile area of ​​the All-Russian Olympiad includes one or more specialties in secondary education.

1.7. The All-Russian Olympiad in each specialized area is held in 3 stages:

Stage I - initial - is carried out at the level of professional educational organizations and educational organizations of higher education, subject to the implementation in them of one or several programs for training mid-level specialists of an enlarged group of specialties included in the list of specialized areas of the All-Russian Olympiad;

2. Contents of the stages of the All-Russian Olympiad in specialized areas

2.1. Each stage of the All-Russian Olympiad in a specialized area is a competition that involves the implementation of practice-oriented competitive tasks.

2.2. Competitive tasks of the All-Russian Olympiad are aimed at identifying the theoretical and professional training of participants in the All-Russian Olympiad (hereinafter referred to as participants), knowledge of professional vocabulary, the ability to use modern technologies, including information and communication technologies, as well as motivating participants to apply a creative approach to professional activities and high work culture.

2.3. Each stage of the All-Russian Olympiad in a specialized area includes the completion of a professional complex task aimed at demonstrating knowledge, skills, and experience in accordance with the types of professional activity.

The professional complex task consists of two levels.

At level I, the degree to which the Olympiad participants have mastered knowledge and skills is determined. The complex task of level I consists of theoretical questions combined into test task, And practical problems. The content of the work covers the area of ​​knowledge and skills that are common to specialties in the relevant field.

At level II, the degree to which participants in the Olympiad have developed practical skills and abilities is revealed. The complex task of level II includes a general and variable part of the task. The content of the work covers the area of ​​skills and practical experience, which are both general and specific to specialties in the relevant field.

2.5. A professional complex assignment must undergo examination and receive at least 2 positive expert opinions from employers, regional branches of the Russian Union of Industrialists and Enterprises and (or) the Chamber of Commerce and Industry of the Russian Federation, educational organizations of higher education. Requirements for the structure and content of the expert opinion are presented in the Regulations.

2.6. No less than 1 month before the start of the final stage of the All-Russian Olympiad, the organizer of the stage places sample competition tasks on its official website. Immediately before the start of the Olympiad, the expert group makes at least 30% of changes to them, the evidence of which is documented and approved by the Chairman of the jury.

3. Organization of the All-Russian Olympiad in specialized areas

3.1. For organizational support, regulatory and methodological support of the All-Russian Olympiad, the Ministry of Education and Science of Russia is creating a Coordination Group, the composition of which is formed from representatives of the Ministry of Education and Science of Russia, government bodies of the constituent entities of the Russian Federation, heads of educational organizations, methodological services, management and teaching staff of educational organizations, enterprises, organizations, associations , employers, students.

3.2. The coordination group develops the Regulations for organizing and holding the All-Russian Olympiad and submits it to the Russian Ministry of Education and Science for approval.

3.3. The coordination group develops an approximate procedure for organizing and conducting the final stage of the All-Russian Olympiad and submits it to the Russian Ministry of Education and Science for approval.

3.4. The coordination group establishes a list of specialized areas of the All-Russian Olympiad, indicating the vocational education specialties corresponding to the profile areas, taking into account the personnel needs of the Russian economy, as well as in agreement with government authorities of the constituent entities of the Russian Federation.

3.5. The coordination group determines educational organizations to conduct the final stage of the All-Russian Olympiad (hereinafter referred to as the organizers of the final stage) on the basis of applications from government authorities of the constituent entities of the Russian Federation and boards of directors of professional educational organizations.

3.6. The coordination group makes proposals on the timing of the final stage of the All-Russian Olympiad in each specialized area and submits them for approval to the Russian Ministry of Education and Science.

3.7. Educational organizations implementing training programs for mid-level specialists corresponding to the profiles of the All-Russian Olympiad set the dates and locations for the initial stages of the All-Russian Olympiad in accordance with the schedule for the regional stages of the All-Russian Olympiad, approved by government authorities of the constituent entities of the Russian Federation.

4. Participants of the All-Russian Olympiad

4.1. Students under the age of 25 who have Russian citizenship and are studying in educational organizations in training programs for mid-level specialists are allowed to participate in the All-Russian Olympiad.

4.2. The winner and prize-winners of the initial stage, sent to participate in the regional stage by the organizers of the initial stage of the All-Russian Olympiad, are allowed to participate in the regional stage.

The organizer of the initial stage sends the winner and prize-winners to participate in the regional stage by submitting an application to the organizer of the regional stage in the form established by the organizer no later than 5 days before the start of the regional stage of the All-Russian Olympiad.

4.3. The following are allowed to participate in the final stage of the All-Russian Olympiad:

the winner of the regional stage of the All-Russian Olympiad, sent for participation by government authorities of the constituent entities of the Russian Federation and (or) boards of directors of professional educational organizations;

winner of the intra-university Olympiad in training programs for mid-level specialists, sent for participation by rectors of educational organizations of higher education and (or) councils of rectors of educational organizations of higher education.

State authorities of the constituent entities of the Russian Federation, as well as rectors of educational organizations of higher education, send the winners of the regional stage of the All-Russian Olympiad and (or) the winners of the intra-university Olympiad under training programs for mid-level specialists to participate in the final stage by submitting an application to the organizers of the final stage of the All-Russian Olympiad in the form given in and to these Regulations. The application is sent no later than 15 calendar days before the start of the final stage of the All-Russian Olympiad. The sending party confirms that the participant’s age at the time of the event does not exceed 25 years.

The application is signed by the head (deputy head) of the government body of the constituent entities of the Russian Federation and the chairman of the regional board of directors of professional educational organizations and (or) the rector (vice-rector) of an educational organization of higher education and (or) the chairman of the council of rectors of educational organizations of higher education for intra-university Olympiads.

4.4. The student participates in each stage of the All-Russian Olympiad voluntarily.

4.5. The participant must have with him:

student ID;

identification document;

a certificate from the place of study signed by the head of the educational organization, certified by the seal of the said organization;

statement of consent to the processing of personal data ();

compulsory medical insurance policy;

medical certificate (if necessary).

4.6. The participant must have special clothing with him (if necessary). The presence of symbols of an educational organization on workwear is not allowed.

5. Organizational structure for holding the All-Russian Olympiad

5.1. To conduct the stage of the All-Russian Olympiad of professional skills of students in secondary vocational education specialties, the following are being created: working group, expert group, jury, appeal commission.

5.2. The working group carries out organizational and methodological support conducting a stage of the All-Russian Olympiad in a specialized area, including checking the credentials of participants and encrypting participants.

The working group of the initial stage is formed by the organizer of the stage, the working group of the regional stage - by the government body of the constituent entities of the Russian Federation or an authorized body, the working group of the final stage - by the organizer of the stage.

5.3. The expert group develops tasks, methods and criteria for assessing the results of completing tasks. The expert group is formed by the organizer of the stage from among management and teaching staff of educational organizations implementing training programs for mid-level specialists that correspond to the profiles of the All-Russian Olympiad, representatives of industry resource centers, representatives of employers, professional associations, and business communities.

5.4. The jury evaluates the results of tasks performed by participants in the All-Russian Olympiad stage and, based on the assessment, determines the winner and prize-winners of the All-Russian Olympiad.

The jury of the initial, regional and final stages of the All-Russian Olympiad is formed by the organizers of the stages.

The jury of the final stage includes at least 5 members from among:

representatives of government bodies of the constituent entities of the Russian Federation;

managers and leading specialists of industry organizations, professional associations, business communities, social partners;

management and teaching staff of educational organizations that are the organizers of the stages, other educational organizations implementing training programs for mid-level specialists that correspond to the profiles of the All-Russian Olympiad;

members of the final stage expert group.

5.5. The appeal commission considers appeal statements from participants about disagreement with the assessment of the results of completing assignments (hereinafter referred to as appeals), submitted no later than two hours after the announcement of the results.

The appeal commission for the initial, regional and final stages of the All-Russian Olympiad is formed by the organizers of the stages.

The final stage appeal commission includes representatives of the educational organization that is the organizer of the final stage of the All-Russian Olympiad, other qualified specialists and experts in the profiles of the All-Russian Olympiad. The chairman of the appeal commission cannot be a representative of the educational organization on the basis of which the final stage of the All-Russian Olympiad is held.

6. Conducting stages of the All-Russian Olympiad

6.1. The organizer of the stage approves the Procedure for organizing and conducting the stage of the All-Russian Olympiad of Professional Excellence for students in secondary vocational education specialties.

6.2. In order to ensure the quality of the All-Russian Olympiad, the organizer of the stage may, before the start of the All-Russian Olympiad, conduct master classes, workshops, webinars, trainings, etc. in the specialized areas of the All-Russian Olympiad.

6.3. The duration of the initial and regional stages is determined by the organizer of the stage. The duration of the final stage of the All-Russian Olympiad in specialties is 3 calendar days.

6.4. The organizers of the regional and final stages of the All-Russian Olympiad provide information support for the activities of the regional and final stages of the All-Russian Olympiad (the presence of a separate Internet page, publications in the regional and local press, stories on TV channels).

6.5. The organizer of the All-Russian Olympiad stage organizes photo and video shooting and, at the end of the event, makes a final video based on the footage (no more than 5 minutes), which reflects the key moments and results of the Olympiad.

6.6. The organizer of the final stage of the All-Russian Olympiad posts on its official website:

no later than 1 month before the start of the final stage of the All-Russian Olympiad The procedure for organizing and conducting the final stage in the specialized area of ​​the Olympiad, disclosing general characteristics tasks, technical means, professional equipment and applied computer programs, which will be used during the stage; the program of the opening and closing ceremonies of the final stage of the All-Russian Olympiad, the competition program and the program of events for accompanying persons;

no later than 10 days after the final stage of the All-Russian Olympiad of participant assessments, photo and video report.

6.7. Participants in the final stage of the All-Russian Olympiad from other constituent entities of the Russian Federation arrive at the venue with accompanying persons who are responsible for the behavior and safety of the participants in the final stage of the All-Russian Olympiad along the route and during the final stage.

6.8. Participants in the final stage of the All-Russian Olympiad are registered in accordance with applications received from government bodies of the constituent entities of the Russian Federation, chairmen of the boards of directors of professional educational organizations.

6.9. On the start day of the All-Russian Olympiad, participants are encrypted and drawn, as well as organizational and familiarization events, including:

safety and labor protection instructions;

familiarization with workplaces and technical equipment (equipment, tools, etc.);

familiarization with the procedure for organizing and holding the All-Russian Olympiad approved by the organizer.

6.10. The educational organization that organizes the stage of the All-Russian Olympiad is obliged to ensure the safety of the events: the protection of public order, the duty of medical personnel, the fire service and other necessary services.

6.11. The head of the educational organization, which is the organizer of the stage of the All-Russian Olympiad, ensures control over the participants’ compliance with the rules and regulations of occupational safety and health.

6.12. In case of violation of the rules of organization and conduct of the All-Russian Olympiad, gross violation of the technology of work, safety rules, the participant may be disqualified. When performing tasks, participants are not allowed to use additional materials, tools, e-books, mobile phones, etc.

6.13. The results of completing the professional complex task of the All-Russian Olympiad in specialized areas are evaluated by the jury.

Each jury member fills out assessment sheets for completing a professional complex task according to the forms given in and to these Regulations. Based on the specified statements, it is formed (according to the form given in Appendix 4 to these Regulations), in which the final grades are entered.

6.14. Within two hours after the announcement of the results of the All-Russian Olympiad, the participant can file an appeal with the appeal commission.

Appeals are reviewed within 2 hours after the deadline for receiving appeals. When considering an appeal, the appeal commission decides to maintain the mark given by the jury based on the results of the stage of the All-Russian Olympiad, or to increase the said mark, or to lower the said mark (in case of detection of errors that were not identified by the jury). The decision of the appeal committee is final.

6.15. After completing the consideration of appeals, the jury announces the final results (taking into account changes in assessments made by the appeal commission) indicating the winner and prize-winners of the All-Russian Olympiad stage, as well as participants who received additional incentives.

6.16. Based on the results of the All-Russian Olympiad, a jury protocol is drawn up (according to the form given in these Regulations) indicating the winner and runners-up. The protocol is signed by the chairman of the jury, members of the jury and the head of the educational organization that organizes the stage, and is certified by the seal of the said organization.

6.17. The results of the All-Russian Olympiad in a specialized area are formalized in an act (according to the form given in these Regulations).

6.18. The organizer of the final stage of the All-Russian Olympiad, no later than 10 working days, submits a report on the conduct of the All-Russian Olympiad on electronic and paper media to the Coordination Group (in accordance with the list of documents given in these Regulations).

7. Evaluating the results of completing assignments, determining the results of the All-Russian Olympiad

7.1. The results of completing tasks are assessed:

Complex task of level I - on a 40-point scale (test task - 20 points, practical tasks - 20 points);

Complex task of level II - on a 60-point scale (general part of the task - 30 points, variable part of the task - 30 points).

The total score for completing a professional complex task (hereinafter referred to as the total score) is no more than 100.

7.2. The winner and prize-winners of the All-Russian Olympiad are determined by the best indicators (scores) of completing competitive tasks. In case of equality of indicators, preference is given to the participant who has best result for completing a complex task of level II.

7.3. The final results of the stage of the All-Russian Olympiad (taking into account changes in assessments made by the appeal commission) are ranked in descending order of the total number of points, after which the 3 highest results, different from each other, are distinguished from the ranked list of results - the first, second and third results.

7.4. The participant with the first result is the winner of the All-Russian Olympiad of professional skills of students in secondary vocational education specialties. The winner of the All-Russian Olympiad is awarded first place.

7.5. Participants with second and third results are winners of the All-Russian Olympiad of Professional Excellence for students in secondary vocational education specialties. The winner with the second result is awarded second place, the winner with the third result is awarded third place.

7.6. Participants who show high results in completing a particular task, provided that all tasks are completed, are provided with additional incentives. The stage organizer can also establish other additional incentives for participants (in accordance with a creative approach to completing a task, demonstrating a high work culture, etc.).

7.7. The winner of the final stage of the All-Russian Olympiad of professional skills of students in secondary vocational education specialties can be recommended by the Coordination Group to participate in international competitions of professional skills.

8. Presentation of the winners and prize-winners of the final stage of the All-Russian Olympiad for the award of a prize for supporting talented youth

8.1. The winner and prize-winners of the final stage are candidates for the award for the support of talented youth, established by Decree of the President of the Russian Federation dated April 6, 2006 N 325 “On measures of state support for talented youth” (as amended by Decree of the President of the Russian Federation dated July 25, 2014 N 530) (hereinafter referred to as candidate, award).

8.2. Prizes are awarded in accordance with the Rules for awarding prizes to support talented youth and the procedure for paying these prizes, approved by order of the Ministry of Education and Science of the Russian Federation dated February 28, 2008 N 74 (as amended by order of the Ministry of Education and Science of Russia dated October 12, 2015 N 1127 ).

8.3. The selection of candidates for the award is carried out by an authorized organization determined by the Ministry of Education and Science of Russia (hereinafter referred to as the authorized organization).

8.4. The candidate, no later than 10 working days after the completion of the final stage of the All-Russian Olympiad, submits the following documents to the organizer of the final stage:

a copy of an identity document (with a registration certificate attached if the registration address does not coincide with the residential address);

a certificate from the place of study, certified by the seal of the educational organization;

a personal application for payment of a bonus (in the form given in these Regulations), which indicates the details of the candidate’s account in a branch of Sberbank of Russia or the details of a bank card;

a copy of the front page of the savings book or a copy of the bank card agreement;

all details of the Sberbank of Russia branch;

copy title page The charter of the educational organization and the page where the full name is indicated, indicating the organizational and legal form in which the candidate is studying/was studying at the time of the All-Russian Olympiad.

8.5. Based on the documents presented by the organizers of the final stage of the All-Russian Olympiad, the Ministry of Education and Science of Russia issues an order on the results of the All-Russian Olympiad of professional excellence in the specialties of secondary vocational education.

8.6. To select candidates for the award, the Ministry of Education and Science of Russia submits the following documents to the authorized organization:

a copy of the final stage jury protocol, certified by the organizers in the prescribed manner;

a copy of the Regulations, certified by the organizers in the prescribed manner;

lists of candidates for awards to support talented youth based on the results of the All-Russian Olympiads of professional excellence in specialties of secondary vocational education, approved in the prescribed manner by the Ministry of Education and Science of Russia;

9. Financial support for the All-Russian Olympiad

9.1. Financial support for the All-Russian Olympiad is provided through:

funds from the organizers of the final stage of the All-Russian Olympiad;

organizational fees from educational organizations whose students are participants in the All-Russian Olympiad stage;

government bodies of the constituent entities of the Russian Federation;

other funds received to support the holding of the All-Russian Olympiad (funds from social partners, sponsors).

9.2. Food, medical and transport services for participants, as well as cultural events for participants are provided by the organizer of the stage at the expense of organizational fees, other funds received to support the holding of the All-Russian Olympiad, as well as funds from the organizer of the stage. Food, medical and transport services for accompanying persons, as well as cultural events for these persons are provided at the expense of travel funds.
