Viktor Ivanovich, three years have passed since you left the post of presidential plenipotentiary representative in the Far East. How do you remember that time?

I've spent my entire adult life here. Khabarovsk on best places and I didn’t change high positions in Moscow, although I was offered it back when I was working at the plant. I believed that here, precisely in the Far East, I would be of great benefit. And my job, for the most part, is a way of life - to build and create something. I am a shipbuilder by profession, so construction is close to my heart. Even now, at Rosneft, my activities include supervising and coordinating Far Eastern projects, and this is what I like. I'm doing the same thing I've always done. Only from a different angle and more realistically.

The stages of leadership of the region - 18 years of governorship and 4 years of plenipotentiary mission - were quite complex and serious. For me it was a process of formation, and in fact, my whole life. I don't look back. And I will never be without work as long as I live.

You have a rich work history. We started our career as a welder. Victor Ivanovich, is it more interesting to be a welder or to manage a territory and create living conditions for a large number of people?

It's interesting to be an expert in your field. My self-esteem did not allow me to be the worst. That I was not the worst welder, that I was not the worst governor, that I was a plenipotentiary representative. Therefore, it doesn’t matter what people say about you, what matters is how you feel about yourself. I never aspired to high positions. I worked as a welder with pleasure, and moved to leadership positions thanks to the “efforts” on the part of party bodies. As a plant director, he did not strive to become an official. I tried to move away from this, but it didn’t work. I thought I would serve as governor until 2012, but, unfortunately, the entire first draft changed, and we were pushed back quite firmly. I believe that managers know best, and if you are given a job, you should bring value to the benefit of everyone.

"Get to work, we need it now"

- Viktor Ivanovich, you were appointed head of the regional administration in 1991. Tell me how it was?

I wrote about this in my first book, “A Special Region of Russia.” I created it out of emotion, since by this time I had made many statements, perhaps erroneous in some ways, but I still agree with most of them.

I learned that I had been appointed head of the territory seven days later. We were invited to Moscow to discuss this issue, and the conversation was quite tough. Afterwards, after reading the decree, they said: Ishaev has been appointed. Valery Vyacheslavovich Litvinov, chairman of the regional executive committee, who was present at the conversation, was delighted and began to congratulate me, and for me it was a big surprise. I went to the reception, wrote a statement that I was refusing this position, and gave it to Valery Antonovich Makharadze - he, as Deputy Prime Minister, was then responsible for working with the regions. Valery Antonovich read my statement, crumpled it up and threw it into the trash can. After that, I dialed the direct number of Boris Nikolayevich, who was right there in the White House, on the third floor, and told me: “Let’s go.” I remember Boris Nikolayevich was so tired and said to me: “We know you, you were successful as a plant manager.” And the plant at that time was part of the state construction system and, based on the results of its work in 1998, was included on the VDNKh honor board, so the name sounded. So he says: “Get involved, work, now we need it.” I was raised as a person who understood what the state was and was proud of it. I could not refuse the president.

I returned to the region on November 7, and there was a collapse - the Southern microdistrict was frozen, indignant people blocked Krasnorechenskaya and Suvorov, no one was going or going anywhere. Kudrov went there, but the people did not accept him, although he sincerely tried and was a responsible leader. They shout: “Give Ishaev here.” And I lived in that area all my life, and my apartment at school No. 56 was frozen just like everyone else. Arrived, people are indignant. First of all, I ordered the road to be cleared, and then I called everyone for a conversation a day later.

We had to call all the managers, they organized the work overnight and restored everything in three days. But all this time no one left their jobs. Then Novozhilov, the commander of the Eastern Military District, helped - he organized the work of field kitchens so that people in whose houses electric stoves did not work could get hot food, found kindergarten, where it was more or less warm, and gathered all the children there. Then prompt measures were needed, we had to mobilize ourselves and mobilize people. And we dealt with it.

It is known that you were one of the few governors who were not afraid to speak sharply about the actions of the country’s leadership in 1993. How do you assess your position now? Was she correct?

At that moment, my attitude towards Boris Nikolaevich Yeltsin became ambivalent. On the one hand, shooting at the White House under foreign video cameras and disgracing the country is unacceptable. I couldn’t understand this, and later asked: “Boris Nikolaevich, did you really want to kill people?” And Khasbulatov then took some completely incomprehensible position. I said, if you cannot agree peacefully, then join hands and both resign. Of course, at that time it was a rather harsh statement; I was then supported by the governor of the Irkutsk region and the governor of the Novosibirsk region. Afterwards, both of them were released from their positions, and I was given a look. Over time, I realized that Boris Nikolaevich could rise above petty matters and knew how to find solutions in favor of the cause.

Some time later, before the presidential elections, Yeltsin came to the Khabarovsk Territory and here he signed a decree and a program for the development of the Far East, giving it presidential status. This was the only territorial program with this status. The President then made many sensible decisions regarding the Far East.

The construction of a bridge crossing is usually called modernization, but in fact, there was no modernization. They built new supports, a new span. After all, the trains passed by crawling; there were concrete beams above and below, connected with wire, so that the train would not fall. When they destroyed the concrete, they found only traces of reinforcement, everything was so worn out. If it weren't for the lower tunnel, we would have been in a difficult situation.

Just then, in 1996, the first kilometer was installed, and we showed it to the president. And he is a former builder. He was greatly impressed by the scale of construction and the pace of work. Therefore, largely thanks to Yeltsin’s support, the railway crossing was commissioned in 1998, and road traffic was launched in 1999. The construction was very serious. We calculated that at that time its cost was $800 million. In just seven years, a new structure was built, which became a serious contribution to the development of not only the Khabarovsk Territory, but also the entire Far East.

“For the development of the Far East, we need sums of decisions, reasonable heads and hands”

On the issue of development. What needs to be done to ensure that investments go to the Far East? Is there any algorithm to solve this problem?

I have always said that there is no program for the development of the Far East, there is a program for the development of Russia in the Far East, since from time immemorial this territory has solved state problems and fulfilled a strategic and geopolitical mission. And she has always contributed to the development of the country not only to the extent possible, but even more than the Russian average.

In the 17th century, 10.5 million people lived in the country, of which 3% were in the Far East. But these 3% gave 10% of its income to the treasury. Today, the Far Easterners make up 4.2% of the Russian population, and contribute more than 5% of the gross product. But at the same time, we live at about 0.8-0.9% of the all-Russian indicator.

To develop the Far East, you need money and people. If we talk about money, no one expects that the state should provide everything. Business conditions need to be developed here. At the same time, the state must become the core, a multiplier of the process.

We calculated how much investment the center made in the Far East from 2009 to 2012. The amount turned out to be small - 577.8 billion, which is about 140 million rubles a year. We were able to attract 3.7 trillion. Now this multiplier has developed.

The Institute of National Economic Programming of the Russian Academy of Sciences calculated that in order for the Far East to achieve advanced development by 2025, 10.6 trillion is needed.

The economic effect is not invented, it is calculated. Currently, the creation of priority development areas is underway, and the “Far Eastern Hectare” program is being implemented. There cannot be one comprehensive solution; we need a set of measures that together will lead to movement forward. An enterprise is created, an investor invests money, and we offer support mechanisms - no taxes other than personal income tax, regulated customs duties, even a more lenient mineral extraction tax. When a businessman sees this, he understands that he will certainly recoup his investment. We offered a similar experience back in 2005. With the help of the Novosibirsk Branch of the Russian Academy of Sciences, a project for PTZ - integrated production and transport zones - was developed.

Today, the ASEZ covers one enterprise and is created where investments have already come. This is a good incentive.

- The similarity of TORs was described in your concept from 2001. In fact, nothing new, only the format has changed.

We haven't come up with anything new. We took global practice and looked at the basis on which this could develop. For example, how can you create a gasification scheme? There is a deposit in Irkutsk, Yakutia and Sakhalin. All this should come together in one place. Where to next? To China and definitely for processing. If you focus only on China, there will be no order. China is not Ukraine, we will not remove the pipe from there, and they will dictate the price to us. And we must have diversification here as a supplier.

There is a gas liquefaction plant in the Primorsky Territory. This means that gas must go through Khabarovsk to Primorye. Along the way - gasification of territories and industry: a fertilizer plant, an oil refinery along the Rosneft line in Nakhodka.

We presented the scheme for creating priority development areas to Putin back in 2001; they were supposed to become the basis for development and spread to the entire Far East. And if we start locally now, let’s do it, no big deal. Hectare? Let's give a hectare. But in addition to it, let's provide support so that people can buy housing. We need sums of solutions. The idea itself is correct, and then it depends on what hands and heads it falls into. If it is reasonable, then it will be beneficial. I really like Korolev’s expression, he said: “Everyone talks about our problems. Few know how to solve them; only a few know how to solve them.”

“When we have elections, the weather is always windy.”

This year there will be elections to the State Duma. Who do you think should represent the Far East? What is the figurative portrait of this person?

There must be serious, respectable figures who have already proven themselves, who can do something, who can come and show what they can, and not just shower them with some promises - we have a lot of promise. We always have windy weather during elections, have you noticed? Because their tongues disperse the air so much that the poor thing sways, I don’t know how.

We had representatives from the Communist Party of the Russian Federation, who at first beat themselves in the chest, making promises, and then suddenly - they were not there. We need those who will care about the welfare of people, protect their interests, and solve problems. You shouldn't think people are stupid. They understand perfectly well who can, does, and who is engaged in chatter. If a dirty and unwashed cleaning lady comes to your house, and you expect her to restore order, then you are mistaken, she will only make things worse. Therefore, we need people who have potential, we need to bet on them.

"People understand you when you start speaking like an adult"

You have worked with many leaders high level- both when they were the director of the plant, and when they were the governor. How did the relationship develop, how were issues resolved? Did you have to resort to any tricks?

In order for people to start talking to you, you must be something. If you lead a region, you must set fairly serious tasks that will benefit both the region and the state. If you set goals for the plant, you must understand what they will bring to the enterprise and the industry as a whole. And when you start speaking like an adult, people understand you. And if anyone wants to brush it off, it will be extremely difficult to do so. You need to gain the authority of a serious, business person, then attempts to push you aside will not work.

- Did they brush you off?

We tried. But it didn't work. Sometimes they preferred to resolve the issue just to avoid getting involved. And sometimes - to understand.



When they talk about "United Russia", I remember Gryzlov. In his office they discussed the issue of creating the “Clean Water” project. It was decided. They received money for sports complexes and road construction. The obstetric building of the perinatal center alone cost 1.2 billion rubles, 560 million was at the expense of United Russia. We discussed with him issues regarding the construction of housing for young people. I felt real impact. And he was interested. He came every year and said that every year I bring gas. And he asked why there was no gas on Sakhalin. I say: “Ask them on Sakhalin. Obviously, long distances” - “How much?” - “Pull 30-50 kilometers” - “How long do you need?” - “Well, we built 1,200 kilometers of various gas pipelines on our own. We sold some of them, repaid all the costs, returned all the loans and put another 6.7 billion into the budget, making money.” When we took the difference in costs in the tariff in Russia and here, we had to pay an extra 20%.

We worked constantly in crisis mode. And then the budget supported us. And then Kudrin said, the great reformer: “Guys, everything has been taken into account in interbudgetary relations. You will not have any money.” - "Thank you very much". This is where the program ended.

"China will always protect its interests"

- Was it easy to convince Vladimir Vladimirovich of the need for certain projects?

When Vladimir Vladimirovich became chairman of the government, the first territory where he arrived was the Khabarovsk Territory. Putin understood that Europe exists today, but development is in the Far East. Moreover, this fact does not replace existing relations with European countries. But there you have to hold on and fight, but there must be growth. You can’t “get out of the box.”

And here we understand that the United States will soon lose its status as a superpower. Today, according to official data, China has a population of 1.3 billion people. In India there are 1.6 billion. If the gross product per person becomes two times less, and the people become five times more, then these economies will be incomparable. China is already ahead of both the European Union and the United States. Therefore, the development of the world economy is taking place here in the Asia-Pacific region.

But the Chinese are not easy partners. You cannot come to them and say: “We are friends, so give us funds for development.”

China will not give anything to anyone without its own benefit, just like any prudent owner. If there is a common interest that will bring mutual benefit, then you can count on cooperation. “Friendship forever” doesn’t just happen. Although I have said more than once that thanks to Soviet troops China became China, we gave them the entire industrial base, we gave them the most serious technologies in mechanical engineering, weapons, space, nuclear weapons. And practically free. Somewhere we can ask our brother the question: “Guys, shouldn’t we turn our faces somewhere more?” China will always protect its interests, and we will always protect ours. We lived in a powerful state, and now we need to consolidate and find any way to solve difficulties.

Competition between the Khabarovsk Territory and Primorye is constantly heard. What does Khabarovsk lack to get ahead of its neighbors?

Competition between subjects has been and remains. The Primorsky Territory has an economic structure that works in any crisis: transport, trade, ports, and so on. The Khabarovsk Territory has industry. In addition, our defense sector was larger than in the rest of the Far Eastern territories combined. At the end of the 90s, almost half of the region’s population worked for the military sector. And then defense enterprises began to collapse. I told Yeltsin, you can’t convert all 19 enterprises, let’s figure out which ones to privatize and which ones to leave. Some had a very strong desire to privatize KNAAZ, but I canceled the decree - this enterprise had to be preserved. IN difficult time it did everything, even repaired trams. Later they changed the director there and retained the enterprise, creating a new technical center for the production of Superjets. And not because the plant is good, but because it met the requirements of an international corporation.

- Privatization took place in the “wild 90s”. Was it dangerous to work?

If you are afraid of wolves, do not go into the forest. And we are not the most timid, we can scare someone ourselves. I am from the Far East. I lived most of my life on Zavodskaya, on 56th, and understood all these relationships. There were orders, and more than one. We figured it out little by little.

- How was the development of industry in the Khabarovsk Territory in those years?

It was very difficult to maintain and re-equip industry. There are only a few factories left - KNAAPO, the Khabarovsk shipbuilding plant, which produced little, and the Komsomolsk shipbuilding plant - God forbid that they deliver one ship a year there. The remaining factories practically ceased to exist, and an acute problem arose - what to replace them with. We started mining precious metals. Most of the income came from gold mining. We were engaged in processing, switched to ore gold, to primary deposits, used new technologies, even came up with gold bills - we did everything possible to keep the industry alive, so that there were taxpayers, because the economy had to be supported. We had an industrial base, mechanical engineering, a resource block, and a transport component. It was imperative to build BAM-2 and increase the capacity of the Vanino port. According to the project, the throughput capacity of BAM-2 is 12.5 million tons, the Trans-Siberian Railway as a whole is about 100 million tons per year. And if you create electric traction, then the amount of transported cargo will double, and additional features. Together with Yakunin, we calculated that the BAM load by 2020 was supposed to be 108 million tons. This is serious money, jobs, growth points - we had to understand this and work with it every day.

When the embassy was created, Khabarovsk was the center of the Far East. If it were created today, then, of course, it would be in Vladivostok - Darkin had such habits. He even tried to transfer the command of the Eastern Military District to Primorye in order to strengthen the region and make it the center of the Far East. I don’t want to reproach him for anything - he fought for his edge.

We need to work for the benefit of people. We see how the Far Eastern Federal District is losing population. When I worked, its population was 6 million 460 thousand, now it is 6.2 million. It is necessary to create such conditions so that people not only come here, but also stay here.

“The summit is not a multiplier... Jobs will appear and everything will come to life”

Viktor Ivanovich, you are one of those who promoted the Vostochny cosmodrome project. What benefits do you see from it to the Far East?

In 2009, President Dmitry Anatolyevich Medvedev told me: there are two powerful projects - the APEC summit in Vladivostok and the cosmodrome, they need to be taken under control. I arrived in Vladivostok on Russky Island - and there the grass was higher than my head and there was nothing. Aras Agalarov, very active and joyful, said: “I will build everything here.” I told him: “Have you been here before? There are no construction facilities here, no factories, no building materials, not even fresh water. Here you can only install. Therefore, the entire project needs to be reconsidered.” Modular construction was familiar to him, and he quickly got the hang of it. In the first year, sites were prepared, water was transported from the mainland by barges, sand from Korea.

It’s the same thing at the cosmodrome. There are no documents, no examination, no construction permit. It’s good that they at least mowed the grass around the foundation stone. Eight projects were covered, but there were only two permits. As a representative of the president, I could resolve certain issues, but I never intended to get involved in technical issues. There are orders, there are deadlines, and there are people who must fulfill them. As a result, the work was launched late. Then Rogozin took up this issue, because the customer, Roscosmos, was seriously lagging behind. The construction is colossal, politically and economically important. These are jobs, income, infrastructure. The spaceport will have an impact on everything: social sphere, roads and so on. And then people with money will appear who will create trade and the service sector here.

The cosmodrome here is a multiplier that multiplies all the positive effects. It's okay that the deadlines are missed. Korolev also said that we have satellites and rockets to significant dates they will not fly, they will fly when they are ready to fulfill their tasks, since this is people’s lives, money and other issues. Better later, but better.

- Are there similar projects that can be implemented on the same scale in the Far East?

The summit is a political event, but it is not a multiplier. We must create conditions for investments that will generate income. The fact that bridges and roads have been built is good, but they do not generate income on their own. Objects on Russian Island too. You need to think about how to benefit from this.

Sakhalin projects should be developed, but Sakhalin-3 is still at a standstill, although the Far East does not have enough gas. It is necessary to continue the construction of the Irkutsk-Yakutia gas pipeline, and of course, we need a second line of the ESPO oil pipeline. The projects that Rosneft is implementing are extremely necessary. Let’s say the Eastern Petrochemical Company, which will be in the Nakhodka region, costs 1.3 trillion rubles, this is still in 2013 prices. There is a project to build a fertilizer production plant; 7 thousand workers need to be involved in the shipbuilding complex. Plus, a number of projects will arise during the implementation of these. Jobs will appear and everything will come to life. Such growth points will give full return to the economy and work for the benefit of people.

You just touched on the benefits of state-owned companies. Many people respond negatively to them. But when major projects, which only they can afford, growth points immediately arise and small businesses become more active.

Certainly. I'll give you one figure. 2014 Federal budget – 12.5 trillion. The Rosneft company gave 3.7 trillion in taxes. This is the largest taxpayer, with 70% of its shares owned by the state, which is controlled by the state, and which carries out state policy. Today no one discloses data on private business. I'm not saying it's bad, and I'm not saying you shouldn't move. But the state can be a market participant and even create its own policies.

At one time, we had 50% of the bread production capacity. And they dictated the price. Because they understood that bread is not just a commodity, it is politics. And we controlled this issue, counted every penny, planned profitability, and the enterprises worked. Business competed nearby in this area. Was that bad? This is precisely what a competitive economy is.

At some stage, state corporations may exhaust themselves when serious business grows, which will show best result. Today, when they talk about selling state-owned companies, the goal is to get three kopecks for them and eat them up. What about the tax base? After all, what is privatization for? – increase efficiency. It is believed that a private owner will work more efficiently, more economically and with greater impact.

Even on the 60th anniversary of the Victory, I spoke at the State Council and told Vladimir Vladimirovich: “Let’s resolve the issue of housing for veterans, because it’s a shame to look people in the eye! And we’re not asking for money, we’ll do everything in the region ourselves.” And we completely solved the problem with housing for veterans by creating a system of social housing.

A war participant is a status, a winner. This generation has proven to everyone that Russian state- This is a great state that it is impossible to break it. It “broke off the horns” of all these guys, under whom the whole of Europe lay, and who are trying to tell us something today. And these people need to be treated accordingly. He started working at the age of 16. In 1964, he got a job as a ship assembler at the Khabarovsk Shipyard.

In 1971-1973 he served in the army.

He received his higher education in 1979, graduating from the Novosibirsk Institute of Engineers water transport. Afterwards he received a promotion - he became the head of the planning and dispatch department of the plant. Subsequently, his career growth continued. He worked as head of the logistics department, as well as deputy chief engineer, and deputy plant director.

In 1988, he changed his place of work, becoming the head of the Khabarovsk Aluminum Construction Plant named after Sidorenko. He worked as a director for two years.

In 1990, he took the post of first deputy chairman of the Khabarovsk Regional Executive Committee, head of the main economic planning department.

A year later, by decree of the head of state, Viktor Ishaev was appointed head of the administration of the Khabarovsk Territory.

From 1992 to 1994 he patronized the Ussuriysk to the Cossack army Khabarovsk Territory (UKV HC), at the same time refused to become the ataman of the Cossack Union Far Russia, however, he entered the headquarters of the VHF HC as an honorary member.

In 1992, he decided to officially register the public organization “Ussuri Army of the Khabarovsk Territory”.

In 1993, he became a member of the Federation Council from the Khabarovsk Territory. While making election statements, he voiced a number of promises. In particular, he said that he intends to achieve the allocation of funds from the federal budget to pay residents of the region for travel once every three years to any point in Russia.

The following year, the activities of the regional Council of People's Deputies ceased, according to him, following "socio-political necessity."

During 1995, Viktor Ishaev joined the organizing committee of the "Our Home is Russia" movement, became a member of the movement's council, and also a member of the council of the "Reforms - New Course" movement.

In January 1996, the official joined the new Federation Council. He was also a member of the Federation Council Committee on International Affairs (until December 2001).

In December 1996, elections were held for the head of the regional administration. The candidacy of Viktor Ishaev was supported by about 200 institutions, enterprises, public organizations. As a result, he was elected head of the administration, gaining ten times more votes than his closest rival.

In 1998, he participated in the work of the Presidium of the Russian Government, and two years later he became a member of the Presidium of the State Council of the Russian Federation. He held this post until March 2001.

In 2000, he was again elected head of the regional administration, and the next year, due to changes in the charter of the region, he became governor-chairman of the regional government. In 2004 he was again elected governor.

In 2007, in the State Duma elections, he headed the list of United Russia candidates in the Khabarovsk Territory and the Jewish Autonomous Region. After the party's victory, he refused his deputy mandate.

In 2009, President Dmitry Medvedev appointed Viktor Ivanovich Ishaev as his plenipotentiary representative in the Far Eastern Federal District.

In 2012, he headed the new Ministry for the Development of the Far East, while retaining the position of plenipotentiary representative.

On August 31, 2013, by decree of Russian President Vladimir Putin, he was dismissed from the posts of minister and presidential plenipotentiary representative in the Far Eastern Federal District.

September 25, 2013 - appointed to the position of Advisor to the President of Rosneft OJSC for coordination of projects in the Far East with the rank of Vice President.
