Amount of scholarships in the 2017-2018 academic year

As mentioned earlier, the amount of financial payments to students at different universities in Russia may differ due to the fact that the law gives educational institutions the opportunity to independently set the amount of scholarships, regulating only the lowest level of payments. What is it?

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

The procedure for issuing it regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. The procedure for providing these payments in more detail was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated August 28, 2013.

In this regulatory document, in particular, it is said that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
  • in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are established taking into account the current inflation level, for each category of students and their level of professional education.

Payment amounts

  4. Increased social- This is the privilege of excellent students. As a rule, its size is equal to the minimum subsistence level in the region where the student is studying.

Thus, academic social benefits are guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed namely, worthy academic results.

Those categories of citizens who are brought up in a single-parent family, or one of the parents is a disabled person of group 1, are entitled to an increased scholarship.

At the end of each semester, academic performance is assessed, and if its result allows the scholarship to be increased without supporting certificates, this is done in automatic mode. All documents - about income, benefits - are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there have been no significant changes in the procedure for calculating scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. Who is eligible to receive

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. In this case, these persons must have grades in their academic performance of at least “good and excellent.” The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution that confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. Everyone who receives a social scholarship has the right to be included in the BDNS, as well as:

  • students from single-parent families (documents are needed - either a copy of the divorce or a copy of the death certificate);
  • students whose parents are pensioners (certificates about family composition and pension amount are needed);
  • students from large families (three or more children) (a certificate of family composition is required);
  • students from low-income families (certificates of parental income and family composition are required).

Students from low-income families must update their income certificates at the beginning of each year (otherwise, payments will stop until the certificates are updated). They are also required to submit original documents taken necessarily from the place of permanent registration (this differs from the procedure for applying for a social scholarship).

To register for membership in BDNS You must fill out a social security card (forms are available at the trade union committee), attach the relevant documents and submit them to the social sector of the student commission of the trade union committee.

The permissible amount of payments for socially vulnerable students is determined individually by each educational institution.

The procedure for applying for a social scholarship is as follows:

  • closing sessions and debts;
  • obtaining a certificate of student status;
  • evidence of the total amount of all scholarships received for the last 3 months of study;
  • a certificate of family composition, which indicates the dates of birth of each family member;
  • providing documentation that will prove the family's low income;
  • contacting the USZN authorities to obtain a certificate of socially unprotected status;
  • provide the appropriate certificate to the educational department of the university.

In order for a request for social benefits to be considered, the student must provide an application, a copy of the passport, a photocopy of the student ID, a certificate of marital status, a certificate of disability and a certificate proving low family income.

Participants in the State Duma, July 3, 2016, adopted the Federal Law “On Amendments to Article 36 of the Federal Law “On Education in the Russian Federation”. This document introduced innovations to Part 5 of Article 36, which entered into force on January 1, 2017.

According to , the appointment of a nationwide social scholarship is provided to those students who have received official state social assistance. To confirm receipt of appropriate assistance, students are issued a certificate, which must be submitted to the educational institution, according to which the person in need will receive social support.

Previously, the scholarship fund provided:

  • state academic scholarships;
  • social benefits;
  • payments to assistant trainees;
  • residents and interns.

According to the new law, the relevant funds provide funds only for the appointment of cash payments for the relevant budgets.
